By Muskan Khan

Every year, lakhs of young aspirants dream of cracking the highly competitive UPSC Civil Services Examination. But only a few turn that dream into reality—those who never stop, never give up, and never let circumstances define their fate. One such name is Dr. Wasim Ur Rehman, who secured an All India Rank of 281 in UPSC CSE 2024, proving that with unwavering determination and sincere effort, no goal is ever out of reach.

From Muzaffarpur to Delhi: Humble Beginnings, High Aspirations

Dr. Wasim hails from Katra block in the Muzaffarpur district of Bihar. Born into a well-educated and modest middle-class Muslim family, his upbringing was deeply rooted in values, discipline, and a love for learning.

His father, Haji Saud Azam Rehmani, is a retired Block Agriculture Officer, and his mother, Hajjan Jahan Ara Khatoon, served as a headmistress in a government school. The household was steeped in knowledge and respect for education. From a young age, Wasim displayed a rare combination of gentleness in nature and strength in ambition.

A Scholar by Instinct, a Doctor by Profession

Wasim began his early education at Hazra Ali Academy in Muzaffarpur, followed by a brief stint at DAV School. Later, he completed his schooling from a school affiliated with Aligarh Muslim University (AMU), scoring an impressive 91% in his Class 12 board exams in 2014.

With a growing interest in the medical field, he cleared the medical entrance exam and pursued MBBS from Vardhman Mahavir Medical College (VMMC) and Safdarjung Hospital, New Delhi. As a doctor, he committed himself wholeheartedly to patient care, serving tirelessly and compassionately.

UPSC Preparation: No Coaching, Just Commitment

Despite a demanding career as a doctor, Wasim nurtured another dream — to serve society as a civil servant. He chose the tougher road — preparing for UPSC without traditional coaching. His optional subject was Anthropology, for which he enrolled in an online course, but the core of his preparation was self-study and digital resources.
In his own words:

used to study 6 to 7 hours a day. Managing this along with 7–8 hours of hospital duty wasn’t easy, but I focused on time management and relied heavily on online content.

It’s easy to talk about dedication, but only someone who has come back from long hospital shifts, exhausted in body yet fueled by a dream, can truly understand what it takes to push oneself every single day.

Fourth Attempt, First Triumph

Dr. Wasim cracked the UPSC in his fourth attempt. The first three attempts didn’t yield success, but he never gave up. He says:

Every failure made me stronger. My family was always my pillar of strength. Whenever I felt low, the support and prayers of my parents and siblings gave me the courage to rise again.

This resilience, this ability to rise after falling, is the hallmark of real success.

The Interview: From Lychees to Leadership

During his UPSC interview, Wasim was asked about the famous Muzaffarpur lychees, a proud local specialty. He responded not only with deep insights from his medical and administrative knowledge but also demonstrated a rich understanding of his home region’s socio-economic background.

The panel was impressed—not just with his academic prowess but also with his grassroots awareness.

Message to Youth: Keep the Flame Alive

In an age of shortcuts and instant gratification, Wasim’s journey is a glowing reminder that patience, sincerity, and consistent hard work are the real keys to success. His message to young aspirants

Work honestly. Listen to your elders. Stay dedicated and move ahead with patience. Every destination is tough — but not impossible. If you persist, one day, success will bow before you.

From Healing to Leading: A New Role Begins

Having spent years healing patients, Dr. Wasim is now ready to heal systems and serve society at large. He has walked the hospital corridors, seen suffering up close, and now steps into the administrative world with the same empathy — this time, to reform, rebuild, and restore.

Final Words: A Light for Others

Dr. Wasim Ur Rehman’s story is not just of a successful bureaucrat; it is the story of every dreamer who refuses to be crushed by circumstances. It is the story of getting back up every time life knocks you down.

To all those who say, “I don’t have resources,” Wasim’s journey replies:

“Maybe not resources — but if your intentions are strong, your dreams will find their way.”
“Know yourself. Believe in yourself. And never give up.”
